Ofgem seeks nominations for expert panel to assess Electricity System Operator’s performance

Ofgem wants to recruit a panel of industry experts to monitor the performance of the Electricity System Operator, now being spun out of National Grid.

The regulator says, “We want to pool the knowledge and experience of a wide array of industry parties and independent experts in order to comprehensively challenge the ESO on its performance.” It is important that members are experts, Ofgem says: “This is vital for tackling the information asymmetry between the ESO and ourselves.” That includes independent experts and representatives of industry associations,

The Performance Panel will meet the ESO to challenge it on its forward plans at the start of the year, and at mid-year and end of year to evaluate its performance. Then it would produce an evaluation report that would be an important input to decisions on up to £30 million of financial reward or penalty for the ESO.

Ofgem says this panel will be in addition to other forms of stakeholder engagement. It will initially be chaired by Ofgem, but may have an independent chair in future.
