Pre-FEED study at Port of Liverpool to assess carbon dioxide terminal proposal

Liverpool City (LCR) Region Freeport Innovation Challenge has awarded a £250,000 grant to Stanlow Terminals Ltd for development of a pre-FEED (Front-End Engineering Design) study for a carbon dioxide import terminal at Tranmere and Stanlow, within the Port of Liverpool.
The LCR Freeport Innovation Challenge Fund, delivered in partnership with Mersey Maritime, is intended for innovation by LCR Freeport with a focus on maritime decarbonisation including accelerating the development of sustainable port infrastructure.
The company said the proposed terminal will enabling carbon capture, utilisation and storage (CCUS) infrastructure by facilitating the import and handling of captured carbon dioxode transferred via water, road and rail instead of by pipeline. It said the Government, had acknowledged these routes were important in expanding CCUS across the UK beyond pipeline clusters and creating opportunities for cross-border CO₂ storage. A public consultation is expected in early 2026.
STL says its existing terminal infrastructure can combine with direct access to the North West’s sequestration stores. The pre-FEED study will be complete by Q2 2026.
